The event was a celebratory kick-off for the <a href=\"https:\/\/zayoustrans.burbledev.com\/newsroom\/zayo-awarded-92-9m-from-ntia-to-extend-middle-mile-connectivity\/\">Oregon-California-Nevada middle mile project<\/a>, which will extend high-capacity connectivity to rural, underserved communities across a 420-mile route, enabling local ISPs to expand their operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zayo joined key public stakeholders from the federal and state levels in Reno.. They all came together to discuss the digital divide, and why it can never be closed without public-private partnerships.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The digital divide<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/fact-sheets\/2023\/08\/broadband-basics-how-it-works-why-its-important-and-what-comes-next\" target=\"_blank\" rel=\"noopener\">Over 40 million<\/a> Americans still lack home access to broadband Internet service, particularly in rural, remote, and sparsely populated areas. Reliable high-speed broadband is essential to life in the U.S. today, enabling virtual healthcare, remote work, online job searches, and digital learning, according to a sweeping 2023 <a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/fact-sheets\/2023\/08\/broadband-basics-how-it-works-why-its-important-and-what-comes-next\" target=\"_blank\" rel=\"noopener\">research report<\/a> by the Pew Charitable Trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Reno event, a key federal representative said bridging this digital divide is crucial to ensuring a more equitable and inclusive future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe pandemic put this dichotomy front and center. All of a sudden we realized if you didn\u2019t have access to high-speed Internet, it made life digitally inequitable compared to those who live in more urban areas,\u201d said Sarah Bleau, director of the Middle Mile Program at the National Telecommunications and Information Administration (NTIA).&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Broadband fuels the economy<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This digital divide is hurting economic growth. The <a href=\"https:\/\/www.brookings.edu\/articles\/the-benefits-and-costs-of-broadband-expansion\/#:~:text=Increasing%20access%20and%20usage%20of,formation%2C%20and%20lower%20unemployment%20rates%2C\" target=\"_blank\" rel=\"noopener\">World Bank estimates<\/a> that increasing broadband penetration by just 10 percentage points can boost real per capita GDP by as much as 1.2%. (That\u2019s actually a big deal, since America\u2019s per capita GDP <a href=\"https:\/\/data.worldbank.org\/indicator\/NY.GDP.PCAP.KD.ZG?locations=US\" target=\"_blank\" rel=\"noopener\">grew by 2%<\/a> in <em>all of 2023<\/em>.)&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For rural communities, reliable, affordable broadband:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>means employers can offer remote and hybrid work, attracting more talent to their regions<\/li>\n\n\n\n<li>entices startups, entrepreneurs and large corporations to smaller communities, creating new jobs<\/li>\n\n\n\n<li>enables equitable learning opportunities<\/li>\n\n\n\n<li>allows local businesses to remain agile and competitive, providing the same level of service as&nbsp; their big city competitors<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s critically important both to solve the digital divide and then to build the engine of economic development going forward,\u201d Andr\u00e9s Irlando, President and COO of Zayo Group, told the audience at the Reno groundbreaking.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The middle mile is critical<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Why not close the gap by just building out broadband networks?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe asked ISPs why they can\u2019t go ahead and serve underserved locations in Nevada and elsewhere. And they said the fiber backhaul didn\u2019t exist or it was completely unaffordable. So for us, we knew the middle mile had to be a big part of our solution,\u201d said Brian Mitchell, Director of the Governor\u2019s Office of Science, Innovation and Technology at the Nevada State Broadband Office.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The middle mile connects the backbone of a broadband network to the \u2018last mile\u2019 between an ISP and customer. As Irlando explained in Reno, \u201cif you don\u2019t solve for the middle mile, forget talking about the last mile. There is no last mile without the middle mile.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But building, installing and maintaining brand new infrastructure takes an incredible amount of planning, time, and money. In rural areas, lower population and user density make it hard for commercial ISPs to justify the cost of building new infrastructure.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irlando pointed out that Zayo\u2019s \u201cDigital Equity Access Network (DEAN) is our architecture for making this all profitable for ISPs.\u201d DEAN gives ISPs a plug-and-play way to connect to Zayo\u2019s middle mile networks, plus pre-provisioned, dedicated fiber backhaul at competitive prices. All of that lowers the cost for ISPs to build out desperately needed middle mile networks.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Getting access to public and private land, plus zoning approvals and permits, adds to the uphill battle.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s where public-private partnerships come in.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Public-private partnerships&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Collaboration between the public and private sectors helps middle mile projects get built faster and more efficiently. State agencies bring their unique knowledge of regional terrain and local regulatory standards to the table, all while ensuring public accountability for things like environmental impact, sustainability and community goals. Private sector partners like Zayo bring unique technical expertise to these projects, saving time, resources and precious tax dollars. Some private sector partners contribute excess capacity so the state doesn\u2019t have to build all middle mile infrastructure from scratch.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPublic-private partnerships have been critical to our strategy and our ability to help play a role in solving the digital divide,\u201d Irlando said.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-vimeo wp-block-embed-vimeo wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Zayo President Andres Irlando on Digital Equity\" src=\"https:\/\/player.vimeo.com\/video\/1001238518?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Building the middle mile is just plain impossible without federal funding. In 2023 the U.S. Department of Commerce <a href=\"https:\/\/www.commerce.gov\/news\/press-releases\/2023\/06\/biden-harris-administration-announces-930-million-expand-and-strengthen\" target=\"_blank\" rel=\"noopener\">pledged<\/a> $930 million in grants to build over 12,000 miles of middle mile infrastructure across 35 states and Puerto Rico.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe federal government stepped in to help industry make those business cases,\u201d Bleau said at the groundbreaking ceremony. \u201cIt helps justify the cost to build out to these [rural] places so life can be more equitable for all and we can get to the goal of high speed and affordable Internet for all Americans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the state level, Broadband Equity Access Deployment (BEAD) Program funds \u2013 providing $42.45 billion to expand high-speed Internet access by funding planning, infrastructure deployment and adoption programs across U.S. states and territories \u2013 provide additional opportunities for ISPs to bridge the digital divide with government funding. Zayo helps ISPs navigate this and other government funding opportunities through our <a href=\"https:\/\/zayoustrans.burbledev.com\/resources\/zayos-broadband-infrastructure-deployment-alliance-zbida\/\">zBIDA program<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How Zayo helps bridge the digital divide&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Zayo works with federal funding agencies and state stakeholders to build the middle mile and increase digital equity across the U.S.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Zayo won a <a href=\"https:\/\/zayoustrans.burbledev.com\/newsroom\/zayo-awarded-92-9m-from-ntia-to-extend-middle-mile-connectivity\/\">$93-million NTIA grant<\/a> to help connect underserved communities&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/zayoustrans.burbledev.com\/resources\/zayos-broadband-infrastructure-deployment-alliance-zbida\/\">zBIDA<\/a> (Zayo Broadband Infrastructure Deployment Alliance) helps ISPs tap into state and federal funding initiatives like <a href=\"https:\/\/broadbandusa.ntia.doc.gov\/funding-programs\/broadband-equity-access-and-deployment-bead-program\" target=\"_blank\" rel=\"noopener\">BEAD<\/a> (Broadband Equity Access Deployment) on projects to bridge the digital divide with middle mile infrastructure, like the <a href=\"https:\/\/zayoustrans.burbledev.com\/resources\/making-remote-learning-possible-in-rural-oregon\/\">PEAK<\/a> Internet project in Oregon\u00a0<\/li>\n\n\n\n<li>with NTIA funding, Zayo is building new fiber connectivity across America, including increasing capacity from Dallas to Atlanta on an existing route, developing a brand new route from Dallas to El Paso, connecting 14 rural communities from Oregon-to-California-Nevada, and across the state of Nevada&nbsp;<\/li>\n\n\n\n<li>connectivity has been extended to more than 19,000 rural schools thanks to <a href=\"https:\/\/zayoustrans.burbledev.com\/resources\/whats-next-powering-the-needs-of-modern-learning-environments\/\">Zayo\u2019s participation in the FCC\u2019s E-Rate<\/a> funding program&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Zayo is a proud partner of the public and private sectors, of ISPs, and of
